The Election Commission of Pakistan (ECP) yesterday arbitrarily changed the rules barring the Returning Officer from rejecting the nomination papers of a candidate under Article 63 of the Constituion. Constitutional amendments can only be made by the Parliament. Article 63 pertains to the eligibility of a person who can contest to become a member of Parliament and President of Pakistan. As General Musharraf is disqualified from contesting for President, he has prevailed upon the Election Commission to arbitrarily and illegally tamper with the Constitution of Pakistan, he said.
